Government

The Pender Islands are a rural island community, not a municipality, which means local government responsibilities are shared. Regional services are provided through the Capital Regional District (CRD), including electoral area governance and shared services such as building inspection, animal control, some water and sewer systems where they exist, docks, and community and regional parks. The Province of British Columbia is responsible for our transportation infrastructure from ferries to roads. Land use planning and development are guided by the Islands Trust, whose mandate is to protect and preserve the unique environment and character of the Gulf Islands. Together, these layers of government shape how Pender Island functions day to day, and understanding who does what makes it easier to navigate life on the island.

Local Services

Despite its small size, Pender Island is supported by a wide range of essential local services. These include an elementary school and early learning programs, childcare and daycare options, emergency services, and a community health centre that provides primary care and visiting services. Community supports such as the food bank, churches, and other local organizations play a vital role in caring for residents and strengthening social connections. Volunteers are the heart of island life, helping deliver many services and events that could not exist otherwise. Essential infrastructure, including roads, garbage and recycling services, and housing reflects the realities of a rural island setting, with strong community involvement keeping things running smoothly.

Shared Spaces

Pender Island’s shared spaces are the backbone of community life. The community hall and library serve as gathering places for events, learning and connection, while parklands and protected green spaces offer room to breathe and explore. Recreation amenities include playgrounds, a ball diamond, a pumptrack, a disc golf course, a golf course, tennis courts, and a wide range of recreational programs for all ages, supported by an extensive network of trails. Public ocean access points and docks connect islanders and visitors alike to the surrounding waters, reinforcing the deep relationship between the Penders and the sea.
